Questions about the legality of a DOA action


The import of aquatic plants is prohibited by an order published in Gazette Extraordinary No:65/2 of 1981,under the Plant Protection Act.It is administered by the Department of Agriculture.However,a lot of aquatic plants are imported illegally on a regular basis.
In this article,the Director-General,Department of Agriculture(DG-DOA) has been quoted as saying that import of aquatic plants need a permit.A permit cannot be issued for an activity that has been made illegal.
*Therefore,how can DG-DOA or any other official in DOA issue a permit?
*Are all these aquatic plants coming in to Sri Lanka through this kind of illegal permits?
